If you wish to pay for someone's membership as a gift, simply purchase a gift certificate in the amount of the level you wish to give. For example, if you wish to give a Contributor Level Membership, purchase a $100 gift certifcate.

You can either put their email in the optional field to have their certificate delivered to them, or you can print you confirmation with their gift certifcate code and give it to them in person.
